You're invited to join a listening session regarding the Centers for Medicare and Medicaid Services' (CMS) implementation of Section 223 of the Protecting Access to Medicare Act of 2014, which creates criteria for Certified Community Behavioral Health Clinics (CCBHC). States, providers, consumers, and other interested stakeholders can provide public comment on what CMS should consider in developing payment parameters for a Prospective Payment System (PPS) applicable to services delivered by CCBHCs.

Congress passed the Protecting Access to Medicare Act (H.R. 4302) on April 1, 2014. This legislation includes provisions of the Excellence in Mental Health Act, which increases access to community mental health and substance abuse treatment services while improving Medicaid payment for these services. Section 223 of the statute creates criteria for CCBHCs as entities designed to serve individuals with serious mental illnesses and substance use disorders that provide intensive, person-centered, multidisciplinary, evidence-based screening, assessment, diagnostics, treatment, prevention, and wellness services. This legislation provides for a 2-year, eight-state demonstration in which organizations that meet CCBHC criteria will be eligible for an enhanced payment rate through Medicaid, under a PPS developed by each participating state.
